1. What Everyone Knows in 2029

Enso Order is the intermediary through which Sotoa has financed infrastructure across eastern Usea since 2020. Since November 2024 it has held exclusive control of space development in eastern Usea through the Comona Islands space center. It operates satellites that collect solar energy and beam it down as microwaves, a technology descended from the power system of the International Space Elevator.

It is not run like a company. It is a network of semi-autonomous planning divisions and nodes, coordinated by governance tokens rather than a board. No single executive can be served a subpoena. No single office can order a division to stop.

2. What Nobody Knows in 2029

In canon, Enso is engineering the coming Sotoa–Usea War: arming both sides and planning to prolong it until Osea and Yuktobania intervene, so that Enso can rebuild Usea's societal framework in its own image. This is exposed only in 2030, and Enso dissolves on 31 August 2030.

No character in this project knows it. Every mention of Enso in the campaign must read correctly both to a player who knows Ace Combat 8 and to one who does not.

3. The Morgenstern Program

Morgenstern is an Enso program built on Belkan expertise.

AspectArrangement
ArchitectDr. Hans Lichtträger, Belkan, contracted after his release from post-SOLG detention
OperatorHauptmann Althéa Marie Lichtträger, Belkan Air Force officer seconded to Enso
LaunchComona, under Enso's exclusive eastern Usean launch control, from 2025
CoverA passive mirror constellation marketed as an orbital solar-reflection and power-relay demonstrator
Actual functionA solar-pumped coherent thermal amplification weapon (see MRS-144 Morgenstern)
Commercial modelEnso planning nodes sell convergence "demonstrations" and "services" to unnamed clients

Why Althéa is "rogue"

The dossier files Althéa as active and rogue, with no reliable institutional oversight. In an Enso program that description is almost literal.

Hans designed Morgenstern so that only Althéa can command it: retinal, voice and DNA validation, EEG signature matching, and psychometric verification of command state. Coercion produces stress incongruity and locks the system. Her death renders it inert. No Enso node, no Belkan ministry and no client can command it through any channel. They can only ask her.

Enso, being a network of nodes, has no single authority that could even make the request with one voice. Its planning nodes sell convergences; she performs them or does not. In November 2028 she did not, over a valid military target, under ideal conditions, with no explanation. The target was struck by conventional means eleven days later by whichever client had bought the convergence.

The 17 August 2028 convergence

The convergence that MINOZIS attacked was a demonstration: an illumination dwell, not a strike, staged over Osean-aligned territory for prospective clients. To the aircraft's scoring function, a 144-node constellation in dawn–dusk sun-synchronous orbit, able to place persistent overhead observation on any point it chose, was the largest localization threat it had ever encountered. It priced the threat above its four irreplaceable missiles and spent all of them. See MRS-144 Morgenstern.

4. Why the Task Force Does Not Kill Her

The key dies with her, so killing Althéa would disarm Morgenstern. The Task Force has three reasons not to:

  1. Mandate. The Task Force exists to end MINOZIS. Killing a Belkan officer seconded to a multinational corporation, in peacetime, in a neutral jurisdiction, is an act of war by whichever state's aircraft does it, and it breaks the fiction both governments need.
  2. The orbit stays armed. Her death leaves more than a hundred armed nodes in orbit with no operator and no off switch. Inert is not the same as gone.
  3. She is the only thing that has ever hurt MINOZIS. Morgenstern damaged the MNZ-41's port wing leading edge and one intake in August 2028. It is the one orbital sensor that could track the aircraft persistently.

Hans Lichtträger's proposal of February 2029 offers a fourth path: show her the cost. The campaign follows that path. See I02 Phantom Limbs and M08 Light-Bearer.

5. Canon Horizon

When Enso dissolves in August 2030, General Resource inherits its Usean assets. Whatever remains of Morgenstern, its telemetry and its operator data pass to the company that is, at that moment, running a program to wire a human into a machine.
